Tho Daily Mail states that tho Czar towards Christmas informed General Stoessol that the North Hoa incident had delayed tho Baltic fleet, which would be unable to reaoh Port Arthur before tbe ond of February. He relieved General Btoessel from hie promise to hold tho oity to tho death, and directed him to use his judgment. Port Arthur wae full of iyphuß and other oontagious diseases. General Nogi’s figures show five Russian regiments which at the beginning of the siege numbored 12,000, still have 200 officers and 5451 men.
