Only Japanese Government service vessels will be allowed tg-j enter Port Arthur at present. General Nogi reports on Sandav that the delivery of prisoners under capitulation was completed, and numbers 878 officers and 28,000 men, whereof 441 offioers and 229 orderlies have been given parole. Generals Fonk, Smirnoff, and Gorbatvoski and Admiral Willeman preferred to be sent to Japan. General Stoessel .leaves homeward on the 10lb.

The Mail’s St. Petersburg correspondent says that the public in tbe proviooes were kept ignorant of Port Arthur’s fate for days. Tbe censor at Moscow altered a leading artioie wherein capitulation was bewailed, eubstitutiag in every inetanoe the word “ frost" for tho words “ fall of Port Arthur.” The blookade of Liaotung has been raised.
A email garrison will remain at Port Arthur. A naval station is being established there. .
General Kuropatkin reports that the Japanese attempted in the night to surprise tbe oentre front, but were repulsed.
