Major Marchand has been appointed to undertake the unification of the French colonies round the Congo ; to reorganise the rights of concessionaires, and reduce expenditure. M. Pclletan, Minister of Marine. M. Pelletan, the Minister of Marine states that five million sterling has been expended within a feiw years on .tile Central African colonies without a penny being obtained in return.
