POSTAL ARRANGEMENTS.
BETWEEN FRANCE AND ENGLAND,
By Electric Telegraph—Per Press Association—Copyright. Received 4.13 p.m., Dec. 8. PARIS, Dec. 7. Britain has suggested to M. Trouillot, Postmaster-General, that English letters for France, and French letters for England should be stamped with the inland rate of the despatching country. M. Trouillot is favorable, if Britain will make a proposal.
