Veteran statesmen and Ministers conferred at Tokio, and are discussing the Marquis Ito’s proposal that Japan shall not insist on tho evacuation of Manchuria if the integrity of Ohina and Korea is respected. Id is understood that the Conference resolved to insist on the fulfilment of Russia's Manchurian pledges. St. Petersburg, Oct. 26.

Tho newspaper Novykrai, Prince Aiexieff’s organ, declares that Russia is able to fight Japan with almost certainty of success, at the saine time conducting a victorious campaign in India, while Germany and Austria protected Russian interests in Europe.

It is believed in St. Petersburg that Princo Alexioll favors war, tho Czar and Count Lamsdorff preferring amicable arrangements without prejudicing Russian expansion.
