LEGISLATIVE COUNCIL. Per Press Association. WELLINGTON, last night. The Council met at 2.30. The Sea Fisheries Bill passed the final stages. HOUSE OF REPRESENTATIVES. The House met at 2.30. The Education Committee reported in favor of the establishment of training colleges for teachers in the four centres. The Public Loans Renewal Bill was recommitted, and clauses 2 and 3 were amended by fixing the maximum rate of interest at -It, instead of 5 per cent-.. The Bill was then put through the final stages. The Aid to Public Works and Land Settlement Bill was recommitted, and, on t*he motion, of Mr Seddon, the maximum rate of interest was fixed at -H, instead or 5 per cent, interest, as in the original B 11. Mr Sedcion said tlie representations that had been made to him by the AgentGeneral warranted a reduction ill tile rate of interest as originally proposed.

The House resumed at 7.30. Tho Aid to Public Works and Land Settlement Bill passed the final stages. The Sconery Preservation Bill was committed, and provoked considerable discussion. The Opposition members thought the £IOO,OOO asked for under Bill to purchase scenic and historic spots was too much, but Mr Seddon said a lesser sum would not suffice.
