Per Press Association. WELLINGTON, last night. The Council met at 2.30. Tho Cook Islands Bill was road a second time.

HOUSE OF REPRESENTATIVES, The House met at 2.30. THE MILLION LOAN.

Mr Seddon moved tho second reading of tho Aid to Public Works and Land Sottlemont Bill, to authorise tho raising of one million in aid of public works. Mr Seddon said he bad reason to believe he would be able to raise the money in the colony at four per cent or less. He dwelt on the necessity for economy, but said no hardship would result from the reduced expenditure on public works. Tho House resumed at 7.30. Tho debate on the Aid to Publib Works Bill was oontinued throughout the evening. Shortly after 11 p.m. Mr Duthie moved an amendment that in the opinion of the House the schedule of the Bill should definitely set out tho proposed expenditure on each line of railway. Mr Seddon said that be could not accept tho amendment. The debate was proceeding at midnight.
