Mr Downio Stewart, a Now Zealand barrister, arrived by the steamer Eastern. He travelled from Moscow to Vladivostok by the Siberian railway. Interviewed, he stated that every station was bridged and guarded by Russian soldiers, and at intervals all along tho line there were Russian camps from where it was proposed that they should clear out to allow tho Chinese to protect their railways. But Russia did not intend to clear out. They thought there was very little likolihood of war with Japan. If it did come to fighting the Japanese would be swept out of tho country. Ho noticed at various stations many transport wuggous, in which Russians could transport an enormous army. Speaking of tho Siberian railway, he said it was lightly and badly constructed, so far as Mr Stewart could make out the Chinese were very pleased with Russian occupation, because they found tho Russians kept good order. H 9 believed Vladisvostock was practically impregnable. Russians were continually building substantial fortifications and business places. Taking indications all round, he bolievod that there would be no war, but if there was tho Japs would be beaten. The Russians would novor leave Manchuria.
