RUSSIA’S DEFENCES.

Besides 40 Russian warships at Port Arthur, Russia has 40 warships constantly under steam in Talienwan Bay, Russia has built 30 forts at Port Arthur, and is building 50 more. All the peaks round the port have been fortified. Three battleships, two cruisers, and four torpedo boat destroyers are due at Port Arthur on October 15.
