COLUMBIANS’ OBSTRUCTION.

New York, Sept. 24. The Columbian Congress’ obstruction to the Canal Treaty Bill is inducing settlers on the isthmus to import arms, with a view to founding a separate State. They are receiving assistance from American freelances.
