WATER AND DRAINAGE.
The usual debate on the water and drainage proposals came on at the Borough Council last night, when Cr Lysuar’s motions, of which notico had been given, wore brought on as follows as separate motions : (a.) “As there is no provision in the loan proposals to reticulate the whole of tho<borougb for tho water and sewerage scheme, this Council should form a special district in terms of tho Municipal Corporations Act, for the special part intended to be served, seeing that the Council are not noting up to tho position placed before the Council upon being advised upon this question.” (B.) “ That the reference to drainage should be dominated from the loan proposals, as tbero is no provision in the Engineer’s scheme for drainage, only sewerage, tho reference to drainage being misleading.”
Ci Lysnar went on to make a vi£ ■ orous speech in support of his motion. J-Ie claimed that not half the borough was provided for in hhe loan proposals. lie made no such idle suggestion, as staeed by the Mayor, that everyone should bo supplied in a day, but when the loan .was expended it should have provided—as the proposals did not do—for everyone who was paying the rate to have the water on if he reiifpired jt d The speaker quoted the opinion given by Mr DeLautour in August, 1001. “ If you go on with the loan proposals,” said Or Lysnar with emphasis, “ the rating power will he immediately quashed when there is conclusive proof that you cannot reasonably supply the people with Water whom you led to believe you were going to supply. Don’t think it is idly suggested that you have to do all this at once. If it takes five years, immediately you come no the end of the loan, without having provided for supplying these people, an application will be made to (quash the lolm, and it will succeed. Continuing, Cr Lysnar claimed that the position had been wrongly represented to Mr Bell, and he went on to make a vigorous criticism of the proposal, while claiming’ that he honestly took the Engineer s iigure . Whan Or Lysnar hull spoken at SOOJ length, Or Miller asked if there was not a time allowance, the Mayor saying there was not. Cr Lysnar wus only giving his own opinion on these matters Cr Lysnar said he was giving more than his own opinion. He was not there to say one thing and mean another. Cr Miller : I don’t know that. Or Lysnar : I am hero to call a spado a breezy dialogue ensued until tho Mayor put an end to it, when the motion being seconded by Cr Whinray, was pu end lost. , Crs Lysnar and Whinray voted for and
the other Councillors against. Tbe second motion was then brought on Cr Lysnar speaking BtroDgly in support of r Cr Miller said ho did not think ho ever 1 heard such a lot of “ bosh ” before from j Cr Lysnur, who had made misstatements t all through. There was very little of the > borough they would not be able and in- ' tended to reticulate, and why should they -j always have thoso mis-statements. Eithor - Cr Lysnar or his supporters made deliber- 1 ate mis-statements every day to the j people at the other end of tho town.. Cr Lysnar said if hQ was making misstatements let them have a plan officially signed and authenticated by the Council as to what they intended to drain. Ho challenged them to sign a plan showing that at least half tbe borough would bo drained. A false plan was being circulated through the town. Cr Miller : Question. Cr Lysnar said that that plan could not bo relied od. At Cr Miller’s suggestion tho plan was producod. Cr Kennedy said ho had had enough of that; ho was not going to stop thero to hear such a plan described as false. Cr Lysnar said that was only the suggestion as to what should be provided for. Cr Hepburn : He is providing for 10,000 •whereas there are only 3000. Cr Lysnar said that was not for the reticulation ; only the pumping. ' After much further discussion, particularly as to tho drainage scheme intended, the motion was put and lost, the division being as boforo. In reply to Cr Lysnar, the Mayor said he was quite willing to sign the plan. The Council adjourned at 11 p.m.
