RUSSIA’S REMARKABLE PREPARATIONS, OPINION IN AMERICA. ALLEGED OPINION AT ST PETERSBURG. By Telegraph—Press AssociationCopyright,. PEKIN, July 25. Advices from Nieuchwang state that trains crowded with troops, ammunition, guns, and foodstuffs arc running towards Dalny and Port Arthur. The southern sections of the railway are being extensively fortilied, and are lined with troops. Enormous shipments of coal are being landed at Port Arthur. Immense activity in drilling and gun practice -prevails on the Russian fleet.

The Times New York correspondent says The attitude oi the United States is one of vigilance towards Russia, and of friendliness to Japan. “ Tin Washington authorities’ are hopeful of peace.” NEW YORK, July 25. American newspapers consider as significant Viscount Grauborne’s suggestion that England might come to some agreement if Russia would only say what she wanted.
SI. PETERSBURG, July 25. The feeling here is that Russia will not commence war, and that Japan H not likely to attack, since Englanl will not support Japan if she is the aggressor.
