LEGISLATIVE COUNCIL'. Per Press Association, WELLINGTON, last night. The Council met at 2.30. The First Offenders’ Probation Bill passed the final stages. The Inebriates’ Institutions Bill, Interpretation Act Amendment Bill and Com missions Bill were read a second time.

HOUSE OF REPRESENTATIVES. The House met at 2.80. The Grand Lodge of Freemasons of New Zealand Trustees Bill passed the final stages. Tho answoring of questions occupied the remainder of the afternoon. The House resumed at 7.30. The Workers’ Compensation for Accidents Amendment Bill was read a second time pro forma and referred to the Labor , Bills Committeo. A motion for the second reading of the Counties Act Amendment Bill, which gives . increased rating power to counties, was debated for three hours. The motion I was carried on the voices.
