Wellington, last night; In the Port Chalmers licensing case' in the Appeal Court Mr Adams for respondent submitted that the regulation of the Local Elections Act sets up a special tribunal and designated a particular person who is to constitute, and that ho and he only can hold the inquiry under the Act; further, that there could be no question that Mr Carey was Magistrate for Port Chalmers, and not Mr Graham. The Court reserved judgment.
