Mr Arnold Forster said the magnitude of the estimates was unparalleled in peace or war. It was a disturbing fact that competition amongst Iho nations continued to make enormous unproductive expenditure necessary. In explaining and justifying tho estimates, he emphasised the steady improvement in the navy, due to greater length of guns, and increased efficiency of powder. Mr Gibsuu-Boules's amendment, which Sir John Gorst seconded, in favor of reconsidering a new schome of naval training, was negatived by 202 to 57.
