THE DARK CLOUD.
By Telegraph. Press Association. Copyright Constantinople, Feb. 19. The German, French, and Italian ambassadors have been instructed to urge the Sultan to accept and execute prescribed reforms. Russia has warned Bulgaria that Turkey's mobilisation is in accordance with advice to prepare for every eventuality. Thereupon the Bulgarian commercial agents in Turkey were instructed to urge every Bulgarian to promoto tranquility and warn disturbers there was no help for Bulgaria, iuasmuek as Turkey has a freo hand to crush disorders.
St. Petersburg, Feb. 19. The Novoe Vremya’s Constantinople correspondent states that Great Britain has notified Turkey that if tho slightest intention is manifested to send troops to Arabia Great Britain will occupy all tho Red Sea ports. The message is interpreted to refer to tho Aden hinterland.

Viscount Cranbourno stated in tho House of Commons that thero was an understanding with Russia in respect to tho integrity of Persia, which would not be repudiated by cither country. Great Britain had mado strong representations to Persia that the commercial treaty with Russia was calculated to hamper British trade.
Reuter says a sonsutiou has been created in tho Italian Chamber of Deputies by Admiral Morrin, Minister of Marine, declaring that the Italian navy had been for i>6 years studying and working, preparing for tho day of trial.
