The captured warships and vessels will be returned, and the sunken unclaiuiod. Existing treaties, amity, and commerce will be renewed. Orders to raiso tho blockade have been issued. Another set of protocols is being negotiated respecting procedure at tbo Hague, permitting Venezuela and other nations to oppose tho claim of tho eo-operating Powers for a preferential charge upon Customs receipts. Mr Boweu has paid £5500 oaeh to Great Britain and Germany. Tho latter’s balance will bo paid in fivo monthly instalments.
