A reoent cablegram stated :—A report from Shanghai states that Tungfubsiang is mobilising at Kansu 10,000 wellequipped troops, including tho disbanded garrison, numbering 4000, with tho intention of exterminating foreigners in the Shensi and Kansu provinces, and seizing Hsianfu. Prince Tuan is cooperating. Tho report adds that the Government, though willing, is unablo to control tho rebels. Changchituns? is disgusted at the stato of affairs, and has asked to be allowed to retire.
