RUSSIAN AGGRESSION.

Ail Afghan merchant- reports that the Ameer, responding to Russia’s request that Russian caravans should bo permitted to use the Kbusk, Herat, and Kabul routes in order to cement closer commercial relations, admitted that it was a matter of the utmost importance, but it was impossible to change the whole Afghan policy suddenly. Ho suggested that future communications should be made through -the Indian Government.
