The Governor opened Parliament, with the speech as forecasted. He considered that necessary expenditure should be confined to tho narrowest limits consistent with efficiency. Tho urgent necessity had arisen to prevent tho year closing with a serious deficit. In order to do this Bills would be prepared to give effect to tho foreshadowod retrenchment, and to raise further revenue by widening the base of tho Incomo Tax and probate duties. They proposed to raise a loan for public works. The first measure to bo considered would bo tho ro-onactment of the Factories Act.
