There are growing indications in Russia of discontent with the bureaucratic system, and with tho whole social and political condition of the country. The Temotvos or district councils, charged with the administration of provincial affairs, are ignoring the Czar’s warning to mind their own business and are actively agitating for reform in the interest of the agricultural population.
