MR DEAKIN'S FINE SPEECH.

Melbourne, Sept. 3, In tho Federal House the Speaker, announcing the message from the Senate, conveying their requests as to the Tariff Bill, ruled that no rules have been made in reference to the conduct of business separately with the Senate. The question of receiving and consideration of the Senate’s message must bo determined by a vote of the House.
Mr Deakin, in a powerful and brilliant speech, after urging tho necessity in tho interests of commerce of getting the tariff in operation as early us possible, enlarged on the constitutional aspects. He appealed to members, without distinction of party, iu the interest of all the States and tho whole people, to exhibit in tho critical position now reached, the patience absolutely called for to secure tho passago of tho tariff iu a reasonable period. They were faced with a possible intrusion of a constitutional question affecting tho two Chambers into commercial and industrial issues. He strongly pressed the need of keeping these issues as far as possiblo apart. Ho moved that having regard for the fact that tho public welfare demands an early enactment of the Federal tariff, and pending the adoption of joint standing orders, the House refrains from determination of its constitutional rights in respect to this message, and resolve- to receive and consider it forthwith. The debate is proceeding.
