LEGISLATIVE COUNCIL. By Telegraph—Press Association. Wellington, last night. Tho Council met at 2.30. Tho Chomists’ Payment of Socrot Commissions Preventing Bill and Rota of Attendance Bill were read a second time. Tho second reading of tho Hon W. Rigg’s Tied Houses Bill was carried by 15 to 10.

HOUSE OF REPRESENTATIVES. Tho House met at 2.30 p.m. In the House at 7.30, Major Stoward moved the second reading of the Elective Executive Referendum Bill, to provido for the taking of a plcbescite on tho question of direct election by Parliament of an Executive Council.

A debate lasting tho whole evoning took placo, and on a division tho Bill was thrown out by 35 to 19. Tho Rating Act Amendment Bill (Mr Ilerries) was road a second time, and tho House then roso.
