LEGISLATIVE COUNCIL. By Telegraph —Press Association. 4 Wellington, last night. Council met at 2.30. The New Zealand University Act Amendment Bill, Land Transfer Act Amendment Bill,' and Habeas Corpus Extension Bill were read a second time. HOUSE OF BEPBESENTATIVES. The House met at 2.80. The debate on the second reading of tho Loan Bill occupied the whole afternoon. Midnight.—The House resumed at 7.30. Tho debate on the Loan Bill proceeded throughout the evening. Among tho speakers were Messrs McGowan, Carroll, and Sir Wm. Bussell. Tho last-named declared that the country must inevitably go t*o the dogs if it continues at tho rate it wds now'going. Mr Carroll, on the other hand, took the viow that the prosperous condition of the country would justify a loan of a couple of millions, as its revenueearning power would easily repay the interest. It is doubtful whether the debate will close to-night.
