Count Berchon, Foreign Under-Secre-tary under the lato Prince Bismarck, in a letter to the Norddeutsche Allegomaino Zeitung, advises the German press to bo less quarrelsome with foreign nations. Professor Mommsen, and other prominent Germans, in a signed appeal through tho Berlin newspapers, urge the promotion of bettor relations with Great Britain.
