WATER AND DRAINAGE.

NOTICE OF MOTION BY CR LYSNAR.

At the meeting of the Borough Council last night, Or Lysnar strongly criticised the way in which the Council were dealing with tho water and drainage proposals, referring adversely to Mestayer’s scheme, lie gave notice to move —“ That this I Council shall consider and decide the folI lowing matters, which have not yot been ! decided or provided for in the loan proposals as authorised by the ratepayers; (a) Which of Mr Mestayer’s three alternative drainage schemes shall be adopted; (b) or alternatively that they be disregarded, and tho septic tank system be considered and adopted ; (c) how is tho shortage of L 12.970, which is required, according to Mr Mestayer's estimato over and above the L 35.000 authorised by the ratepayers for tho Wai birere water scheme, to bo provided ; (d) how is the land required at Waihirere to bo paid for; (o) should not a

further poll of the ratepayers ho taken to authorise the raising of money to provide for d and c above, before tho Council proceeds with the actual raising or expenditure of the loan.” Cr Harding wanted to know what steps the Finance Committee wore taking in the matter. Tho sooner they started on some practical lines tho better. The Banks would not tender, and tho Council should go straight to tho London money market. Tho Mayor said the committee wero not idle, and he asked for an extension of time until next meeting for a report. Discussion was ensuing as to the basis of the schemes, when the Mayor interposed. Cr Bright said that tho motion moved by Cr Lysnar had been sprung on them. Ho would not bo able to attend the next meeting, but would say that tho discussion of such a motion might impair what wbb being done.

Cr Lysnar : I waited for six months. Tho discussion was being resumed when the Mayor again interposed. Cr Bright said that Cr Lysnar did not want water and drainago, while Cr Lysnar retorted that he did want it more than some others who were wedded to this scheme.
