Harcourt moved the amendment previously notified, condemning the duties on grain, flour, and other foodstuffs of first necessity. He declared that the bread tax was the blackest spot in the budget. Sir Michael Hicks-Beach, in reply, Baid there had been no general rise in the price of bread. He twitted the Opposition with reluctance as to supplies, since they opposed all taxation proposals.

Mr Gerald Balfour announced that the White Star ships would be permitted to retain the British register. Mr Arnold Foster said the Admiralty bad renewed the agreement with the White Star Line for three years, the company agreeing not to transfer the cruisers to a foreign flag.
