NEGOTIATIONS NOT PROCEEDING WELL.

In the House of Commons, Mr Balfour, in reply to a question, said that he would immediately inform the House when • there was anything to communicate in regard to peace negotiations-,
The Times says that Mr Balfour’s reply implies that the negotiations are not progressing satisfactorily, and the Boers are probably submitting impracticable demands.
•The Daily Mail states that the Cabinet has refused to grant an armistte, and has declined to grant an amnesty to rebels or to withdraw the banishment proclamation. The Daily Mail jadds that the Boers are willing to abandon their, demand for independence and agree to a general surrender if the farms arc rebuilt and restocked at a cost of five million pounds, and a general amnesty granted, with possible disfranchisement of rebels. They also demand the withdrawal of the banishment proclamation, and earlier restoration of representative institutions than Government contemplated. Received April 17, IDS a.nij LONDON, April 16.-
In the House of Commons the [resolution sanctioning the war loan wa? carried by 229 votes to 103. Sir Michael Hicks-Beach, replying to a question, implied that the corn duty included all cereals, rice, peas, and haricots, manufactured goods like macaroni, staren, tapioca, sago, ana arrowroot.]
