PROTECTION ON BREADSTUFFSADDING TO PERMANENT DEBT. By Telegraph—Press Association—Copyright London, April 11. The Standard publishes a rumor that Sir Michael Hicks-Beach will place an import duty of fivepence per hundredweight on flour and threepence on grain, without drawback on exports. An impression exists in the City that there will be a possible issue of Permanent Debt stock, amounting to forty millions.
