Legislative Council(Ly Telegraph—Press Association.) Wellington, lust night. The Smoking by Youths Prohibition Lill, the Law Amendment Lill, and the Counties Act Amendment Lill all passed their filial stages. The Statutes Compilation Lill was killed in committee by 10 to Id. The Rabbit Nuisance Act Amendment JJill was read a second time. House of RepresentativesIn the House the greater part of the alte.inoon was occupied in answering ipiestions. The Minister for Lands indicated that the hair Kent Lill would not be proceeded with this session.
N.Z. BOWLING ASSOCIATION.
ANNUAL KKTOUT. GISBORNE COM I’Ll MICXTED. (Special Lo Times.) Wellington, last night. The annual report of the Northern .Cowling Association, which meets here on Tuesday, has nisi been issued, and states that the membership now stands close on nineteen hundred, deferring to the hist tournament. In Id at tiishorne, it remarks I that the visitors were most hospitably entertained, and the Council desires to place on record its thanks to the tiishorne Club for the use of the greens and the hospitality. It compliments the tiishorne Club on winning the Champion Fours, and commenting on the visit of the New Zealand team to England it hopes it will he reciprocated by a return one. The programme of the inter-club tournament, to be held at Wellington in January next, will be issued shortly. To meet players who cannot join in in idub matches, it is intended to have " pairs " and •• singles,” the games to he played concurrently with the club matches.
Tin- I luddart -Parker proprietary have presented the 1 Jowliii” Association with a 12-gmnea silver cup for ciub link competition umlcr certain eomlitions. The cup, which will have to be played for apart from the tournament mutches, has to lie won twice in succession or three times at intervals. It also carries with it a gold medal to be played for among winners.
A movement for forming an Australasian Howling Association, for the object of assimilating the laws of the game in the various colonies, has not commended itself to till- Council as several of the recommendations passed are so directly antagonistic to the laws of the Northern Association that it was compelled to withdraw from the Australasian Association, especially in view of our method of play being in harmony with the Now Zealand Howling Association and Scottish and Imperial Association. It is regretted that the Australesian clubs did not sec their way to fall in line as much as possible with these two latter standard Associations.

By Telegraph—Press Association. * Wellington, last night, l'hc report of Mr llaseldean, who as Commissioner enquired into complaints again! Dr dames, port health officer in Wellington, as to delays in examining vessels arriving in Wellington, states that Hr. James did all that was required of him in regard to the 0. M. Tucker, but blames the captain for not flying the visiting flag. As to the ease of the Monowai. the tenor of the report is that both Dr. James and Captain Mac Donald stood too much on their duty, and both showed want of tact and want of knowledge of their powers. The captain lias power in extreme cases to use force to compel passengers to appear for inspection.
