FRENCH ASSURANCE RELEASE UNCERTAIN (Reed-. Dec. 14, 9 a.m.) WASHINGTON, Dec. 12. The French Ambassador has given an assurance that it is not the intention to use in a belligerent manner dthe five trawlers purchased by France as minesweepers which have been detained pending a ruling by the attor-ney-general as to whether Germany wbuld be entitled to damages from the United States in the event of the vessels damaging German property. The release of the trawlers, however, depends on the official decision as to whether the transfer is within the terms of the Neutrality Act; otherwise they may be forfeited.
