MEXICAN EXPLANATION (Reed. Dec. 14, 9 a.m. ) VERA CRUZ, Dec. 12. It is serm-officially stated that the n ystery warship reported last week v,a4 the United States destroyer Davis, believed to be on the neutrality patrol. A message despatched from Vera Cruz on Saturday stated that a mysterious warship was appearing off the Mexican coast every night. It waited ir. territorial waters until dawn. It had been variously reported that that she was a British or French cruiser watching the German liner Columbus, or was a German warship waiting to escort the Columbus,
