Kennedy has arrived in New York. “The British Government has not the slightest belief the United States will participate in the European war,” he said. “They understand our position. 1 think there is the problem of determining just what we mean when we express great sympathy with their cause and at the same time, express determination to stay neutral. It is like sticking one’s tongue out at a fellow and yet not being ready to punch him on the nose."
