RESORT TO WAR BRITISH OPINION 'PROTECTION’ MEASURE ‘FEARS’ OF RUSSIA SMALL FINNISH STATE TREATY RESURRECTION (Elec. Tel. Copyright—United Press Assn.) (British Official Wireless.) Reed. 3 p.m. RUGBY, Nov. 30. During his .speech in the House of Commons to-day, the Prime Minister, Mr. Neville Chamberlain, said that despite the Finnish offer to withdraw nil troops from the Finnish frontier in the Karelian Isthmus, with the exception of the ordinary frontier guards and customs oflicals, the Soviet had denounced the non-aggres-sion pact which had been expressly designed to settle disputes peacefully. Britain found it difficult to believe that strategic measures of such scope and importance as was suggested should be considered necessary in order to protect Russia against a small country like Finland. In announcing' that Britain warmly welcomed the United States offer of mediation, Mr. Chamberlain said that Britain believed that the questions at issue did not justify resort to war and he deeply regretted this fresh attack against an independent small nation (loud cheers.) It was quite obvious that Russia wanted to dominate Finland.
