RAZING TOWNS RUSSIAN ULTIMATUM FULL CAPITULATION TIME LIMIT PASSED (Reed. Dec. 2, 9 a.m.) LONDON, Dec. 1. Russia is reported to have sent an ultimatum to Finland demanding her complete capitulation by 3 a.m. on Friday, otherwise Helsinki and all the larger, towns would be razed. The news of the ultimatum was reported first without confirmation from Copenhagen and later was confirmed by a Moscow radio broadcast. However, the Helsinki correspondent of the British United Press reports that the so-called ultimatum hour, 3 a.m., passed without incident. The Finns assert that no ultimatum had been delivered.
