FINNISH BANKER ' STAYING IN CAPITAL SUGGESTIONS OF TRUCE MOSCOW RETICENCE (Reed. Dec. 2, 11.40 a.m.) LONDON, Dec. 1 The official Finnish radio news did not mention the resignation o£ the Government headed by Professor A. K. Cajander. A .Copenhagen message, however, quotes a Finnish Foreign Office statement that M. Ryti. the governor of the Bank of Finland, is the new Prime Minister. He will take advantage of President Roosevelt's good offices and has asked Sweden to handle Finland’s interests in Moscow where semiofficial circles refused to comment on the new Government. They state they have.no knowledge of any truce. Following last evening’s announcement that the Finnish Cabinet was resigning it was stated that ar> ex-Pre-mier, Dr. Kivimaeki, would be the Foreign Minister in a new Government headed by the Minister of Finance, M. Tanner. The new Government was expected to'resume negotiations to-day with the Soviet after arranging a truce. The Exchange Telegraph Agency’s representative at Helsinki quoted official reports stating that an all-party Government was being formed. It was understood that the new Ministry would make contact with the Kremlin through the Legation today. Meanwhile, according to the newspapers, further raids were being withheld. A further Helsinki report states that the Government had announced it was remaining in the capital to fight with the people. The Moscow correspondent of the British United Press reported to-day that political circles in Russia believed the resignation of the Finnish Government Would make it more likely that the Soviet Government would consent to'an armistice and the resumption of negotiations, as one of the chief demands was for the removal of the existing Finnish Government.
