URGENT NAZI NEED PLANS FOR TRANSPORT (Reed. Nov. 17, 2 p.m.) BUCHAREST, Nov. 16. It is understood that Germany is offering rolling stock to Rumania to avoid delays in the delivery of oil. The first stage of the reopening of the Bucharest-Warsaw-Berlin railway has been inaugurated with services from Bucharest to Cernauti. Russia has given jpermission for trains to pass through Poland.
