EMPIRE AIR SCHEME
TRAINING IN CANADA FINANCIAL BASIS REDUCTION OF OUTLAY (Reed. Nov. 18, 9 a.m.) OTTAWA, Nov. 18. Britain and Canada have agreed on the financial basis for the Empire air scheme. It is believed 'that the British suggestion that Canada should bear most of the initial cost, which will be recouped by per capita charges on the trainees has been accepted and also that, in order to avoid the heavy cost of the provision of training facilities which will be useless after the war, Canada should proceed until the spring on a more economical basis than previously envisaged. Use will be made of 20 to 30 transCanadian and 10 to 15 municipal flying fields which can be adapted to military aerodromes. The Ottawa correspondent of the New York Times understands that Britain is providing the aeroplanes and other equipment needed. Initially, it is expected that Canada will supply more airmen than Australia, New Zealand or Britain.
