EMPIRE CONSULTATIONS VARIETY OF SUBJECTS (British Official Wireless.) Reed. 12 noon RUGBY, Nov. 4. The Imperial Ministerial discussions have opened in a most satisfactory manner A meeting this afternoon dealt with questions relating to economic warfare. The field of subjects to be reviewed in these conversations is very comprehensive and includes foreign policy in the light of the general political situation and strategic issues, and shipping and supply matters. The main problem is to find the best method whereby the Dominions can each progressively make their most effective contribution to the common cause in man power and material resources. While, the conversations will greatly facilitate this, the decisions must finally rest with the individual Governments of the British commonwealth and their respective Parliaments.

British Ministers regard the value of the talks with the Dominion Ministers as already exceeding expectations. It is not proposed to create a permanent Ministerial body in London to' carry on the work but the specialists, including service officers and economic supply experts who accompanied the Ministers to London will remain as part of an enlarged staff acting in conjunction with the High Commissioners to deal with war problems.
