NO CHANGE BY BRITAIN PROVINCIAL PROBLEMS CONGRESS PARTY AIMS (Reed. Nov. 4, 9 a.m.) LONDON, Nov. 4. The Secretary of State for India, the Marquess of (Zetland, replying in the House of Lords to the debate bn India, said that the resignation of four of the provincial Governments m support of the Indian Congress Party and the impending resignation of a'fifth meant that the British Government would be obliged to proclaim a breakdown of the constitution as far as the provinces were concerned nnd take over the administration of it.
Lord Zetland emphasised that Brit ain's Indian policy was unchanged
