NEUTRALITY REVISION

(Reed. Oct. 26, 9 a.m.) WASHINGTON, Oct. 24 The Senate has incorporated the shipping amendment ir. the Administration’s bill for a revision of the Neutrality Act and also promises restricting credits to belligerents
The 'hipping amendment provides also for the exemption of all goods carried io designated areas from the provision requiring transfers of title.
The plans adopted include one exempting from the limitations ports on the Tasman Sea, ports reached through the Gulf of Maine, the Bay of Fundy, the Pacific and Indian Oceans, arid China and Arabian Seas.
Ordinary goods shipped in American vessels are exempted from the title transfer provision.
Another amendment requires private purchasers in belligerent countries also to pay cash for arms.
Senator Garner wielded the gavel to push the business along at a speed that brought protests from the floor and an irritated exchange between the chair and one senator.
Senator Garner replied to protests in these terms: “I am not trying to railroad anything, but there will not be any horse-and-buggy business in the Senate while I am running it.”
The Senate rejected an amendment by Senator Taft to prevent American ships from going within 300 miles of Europe.
