GERMAN USE OF FORCE CLAIM BY BRITAIN (Eloc. Tel. Copyright—United Press Assn.) (Reed. Sent. 11. 2.10 p.m.) LONDON, Sept. 10. The Foreign Secretary, Viscount Halifax, has sent a letter to the League of Nations pointing out that the British Government’s action conformed with the spirit of the League Covenant and stating that Germany had disregarded the Kellogg Pact and her obligations to solve a dispute without force.
