LOAN FOR THIRD FLOOR UAWA COUNCIL 1 PROTESTS CHAIRMAN’S EXPLANATION LOANS BOARD APPLICATION The Cook Hospital Board, at a special meeting held yesterday afternoon to consider the loan requirements in -connection with the proposed new work -on the nurses’ home, decided to make an application to the Local Government Loans Board for authority to raise £9500. The chairman, Mr. M. T. Trafford, moved in that direction, and the .board carried the- motion unanimously, despite the fact that a specific protest against the loan had been- received from the Uawa County Council. The chairman offered a report on the detailed requirements of the 'board in regard to the new building proposals, which comprised a-n addition to the present contract, iby which a further 17 ibedrooms and a sanitary block to the building were 'being erected. The wa'ter-'heating, steam-heating, fir e prevention and control systems were dealt with in the report, which pointed out the desirability of completing preliminary arrangements so that no delay should occur in authorising the Ibfcard's builder to proceed with the 'additional floor, on completion of the fabrication of the first and second floors.

Arranging For Finance

A suggestion that he and the secretary, Mr. C. A. (Harries, should be sent to Wellington to arrange for the necessary finance was made toy Mr. Trafford, who explained that although the board might not need the money until February or March, it would toe advisable to arrange for it beforehand, so that there would be no hitch when the time -for payment came. The Uawa County representative, Mrs. E. R. Black, stated that she had received from the Uawa County Council a request that she should support its protest against the 1-oan, on the -ground of the increase in hospital -levies from year to year; from 1932, when the -council struck a rate of 7-16 d in- the £ for hospital levies, to 1939-40, when it was necessary to strike 'a rate of IJd in the £ to cover the levy. The council was of the opinion that 'the ratepayers should be given relief.

The chairman commented that the work on the nurses’ home was necessary, and if all the public bodies had protested, the 'board would still have to go ahead. Protests to be Submitted Mr. D. W. Coleman, M.P., pointed out that the protests would toe forwarded to the Loans Board with the application. Mr; H. J. F. Tomtoleson explained that the Waikohu County Council had protested on general grounds, and not specifically against the nurses’ home loan. Mr. H. Adair suggested that the Uawa council toe given a notice to that effect.

Dr. J. C. Collins said that if the Uawa council wished to carry its protect further, it had recourse to the Supreme Court for a restraining order. After a further brief discussion .the chairman moved formally the motion to raise £,9500 for the third floor of the new nurses’ home, and the addition of a social room to the existing building.

Mrs. A. E. Beer seconded the motion, which was carried unanimously.

The Iboard later heard from its architect, Mr. R. Natusch, an explanation of the general building proposals, as incorporated in plans an’d specifications prepared for application to the Loans 'Board.

The visit of the chairman and the managing-secretary to Wellington (was authorised unanimously.
