BRITAIN AND AMERICA CONFERENCE PENDING (Reed. July 25, 3 p.m.) LONDON, July 24. The Daily Telegraph says that the Government has accepted President Roosevelt’s invitation to discuss the refugee problem at Washington and is delegating Earl Wintcrton, the chairman of <the International Refugees' Committee. It is -believed that Germany would agree to an orderly emigration of refugees with a portion of their fortunes. Britain probably would agree to the formation -of an international foundation, Ito which the English and American Governments would make substantial grants.
