PAYMENT OF MEMBERS BILL.

Wellington, November 5, The House resumed at 10 a.m

In course of further discussion on Mr Seddon’s proposed proviso, Mr Herries at 10-45 expressed the hope that Ministers would not press this obnoxious proposal. He declared but for Mr Hornsby’s proviso the bill would have been passed six or seven hours ago. Mr Collins said there was no doubt this proviso was intended to punish those members who had the temerity to oppose the second reading of the Bill. Sir J. G. Ward expressed his willing, ness to accept Bussell’s proposal to make Mr Seddon’s proviso apply to both Houses He added that if the opponents of the measure thought that by prolonged discussion they would succeed in killing the Bill, they would find members on Government side of the Houso who were prepared to resist the attempt. As long as otheis were disposed to carry it on, supporters of the Bill would insist in adopting the proviso. Those who for conscience sake protested against increasing their payments without consulting their constituents, should be given an opportunity of writing to the Pay-master General declining to accept the extra sixty pounds per year.
