NEW PLYMOUTH HARBOR IMPROVEMENTS.

At tlio Harbor Board meeting to-day Mr. Napier Bell’s report was read, regarding tit proposal to cut a hole in the breakwater with the object of letting Ike sand drift through naturally. He says that it atoms possible, but only actual experiment can convince Mr Bell, who knows no ease where (he method of connecting mole and shore wilh an open viaduct has bom successful in overcoming the sand difficulty. Ho unreservedly condemns the making of a small h do in the breakwater, and doubts the effidency of opening it 40 feet wide. He fea s that the a cumulation of sand that would come through a 40-feet opening would only relievo the necessity of dredging to a small extent, and suggests that to settle the question whether sand would accumulate in the sheltered area that the •joint of .a fixed sand pump bp taken out
and observations made. Mr, Bell sees no difficulty in making a hole, hut does not recommend it, preferring to rely upon dredging, which has been so successful in -the past.
