Hong Kong, August 28. It is reported at Singanfn that Russia has consolidated her position in outer Mongolia.
The Grand Council of the Chinese Empire has decided that the Court shall go permanently to the new capital in 'the province of Honan.
Berlin, August 27. Prince Chun, en route to Berlin, was detained at Basle. Ho alleges that illness is the cause.
There arc indications that he is aggrieved that only officials were appointed to receive him on his arrival at Potsdam.
The Emperor of Germany now refuses to receive him until tho protocol is signed.
