Melbourne, July 9. __ In the House Sir J. Forrest explained "the Defence Bill. Tho defence expenditure of the Federating Stateslast year was nearly £BOO,OOO. They could not afford to spend much more in the future than they had done in the pa*t. Tho Transvaal had proved that Australia's citizen soldiers could hold their os?n with trained veterans. The Bill provided that tho Governor-General has supreme control with a Minister to advise, and a General commander, and State commandants. Citizen and permanent officers would be treated alike according to date of their commissions. No officer will be allowed to hold ono command more than five years.
