In the Senate during the Postal Bill Dawson (Queensland) said that Queensland lost £30,000 revenue annually through the prohibition of Tattersalls sweeps. M’Gregor (South Australia! said it was impossible to get rid of gambling and advocated State Government lotteries.
In the House, Lyne in moving the second reading of the Public Service Bill, said that the Government was anxious as far as possible to remove the control of the service from the members. The Ministers proposed to appoint a commissioner as permanent head, under the Minister who would be responsible for the administration with two or three sub-commissioners. Other chief officers would be appointed from the state services, hut power was given to appoint from outside if necessary. As no provision had been made for pensions, he proposes that all officers should be comSelled to insure their lives. All candiates have to pass a competitive examination.
