Alteration in the Tariff. Hon. Mr Balfour announced that on Monday Sir M. Hicks-Beach would propose some alteration in his budget scheme in regard to sugar aud glucose. Carnegie's Gifts. London, June 8. Mr Csrnegie’s gift is immediately operative. The benefits are for qualified and deserving students of Scottish birth or extraction, and assists towards the paymoot of their fees, and in select cases provides for their own support. Xbo governing committee will have wide discretion to decide the payment of the fees or the extension of assistance.
Chinese Railway Construction. A company with a capital of 70 million francs has been formed to construct and work the Yunnan railway. The railway will work the Haiphong-Lacbai _ line.
